Council of Action, All-Australian Congress of Trade Unions (1921 - 1927)

Function: Trade Union (Peak Body)
Appointed at the 1921 All-Australian Trade Union Congress, the Council of Action was established to oversea and implement the decisions of the Congress.

At the 1922 Congress the roles of the Council and Congress were spelt out as follows:
1. Each rade union contracting to observe Congress decisions may attend;
2. The Congress to have power over its procedure and rules;
3. The Commonwealth Council of Action to be the governing body, with twelve members elected by Congress and one from each chief Trades Hall Council of each State.
4. The Council of Action to carry out the instructions of Congress and in any dispute to co-operate with the Trade Hall Councils of the State or States involved.
