Born in 1906, Terence Winter became the Federal Secretary of the Municipal & Shire Council Employees' Union from 1947 to 1963, was a member of the Australian Council of Trade Unions Executive from 1957 to 1963 and was a Commissioner on the Commonwealth Conciliation & Arbitration Commission from 1963 until 1971.
