Summary
Originally formed in 1920 by medical officers employed by the Commonwealth Quarantine Service of the Department of Health as the Commonwealth Medical Quarantine Officers' Association, the group which was registered in that year under the Commonwealth Conciliation
and Arbitration Act 1904-1921, was renamed the Commonwealth Medical Officers' Association [CMOA] in 1926. The renaming not only widened
the membership of the Association to include all registered medical practitioners and who were classifed in any division of the Health Department of the Commonwealth government but revised its
constitution as well.
The CMOA was organised to advance and protect the interests of the doctors employed in the Commonwealth Government and the Northern
Territory Administration, particularly in respect to the issue of equality of salaries between Commonwealth Medical practitioners and
doctors employed in the private sector. The CMOA represented various doctors in negotiating with different government entities on conditions of services or grievances of groups or individual medical practitioner. As a registered body, the CMOA had access to the Arbitration Commission when initial discussions failed to settle disputes. The officers of the CMOA were elected annualy with an executive committee handling its operation. Individual State representatives were chosen to facilitate communication and
coordination within the organisation.
